development is an integral part of Disaster Risk Management (DRM). Structural
and / or engineering interventions yield far less dividends if research,
training and awareness components are undermined. In South Asia, DRM is
relatively a new subject but owing to the region's exposure to a number of
natural and human-induced threats, different countries have started taking a
holistic approach by establishing dedicated institutes for public awareness and
capacity building purposes.
The Government of
Pakistan is also striving to promote DRM as one of the priority development
concerns. In this respect, the creation of NDMA was a landmark achievement.
However, there is a growing realization that in the absence of a full-fledged
academic institute dedicated for providing research and training services, it
would be difficult to achieve the objectives of DRM. On the other hand, the
utility of existing training facilities has been marred over the years due to
lack of resources, commitment and the quality of content.
In this background,
National Disaster Management Authority (NDMA) was given the responsibilities of
establishing the National Institute of Disaster Management (NIDM) which was a
statutory requirement under National Disaster Management Ordinance 2009.
NIDM will endeavor to promote a culture of safety through action oriented knowledge and awareness on Disaster Risk Management. As a premier centre of excellence for providing training and research services on Disaster Risk Management to public and private sectors, NIDM will be carrying out a range of activities such as research, conferences, symposia and seminars.
MISSION
To work as a learning center for the government
officials, private sector, media, NGOs and community organizations for
developing policy guidelines, enhance the capacities through research and
training
OBJECTIVES

To develop curriculum on various
facets of disaster management;

To undertake study, research and
other related activities on disaster management;
·
To develop linkages and build
partnerships with national and international academic institutions;
·
To develop network of disaster
management professionals working in various disciplines in country and abroad;
·
Publish newsletters, manuals,
research journals and audiovisuals to raise disaster risk awareness among
general public;
· Establish and maintain database about disasters in the country;
MAJOR ACTIVITIES
·
Short courses ranging from 3 to 15
days duration covering various spectrum of the Disaster Management Cycle.
·
Research studies on
disaster-related areas will be conducting to assist legislators and policy
makers for informed planning and decision-making on Disaster Risk Management.
·
Disaster Information Resource Centre (DIRC) will be
established which will be a hub of disaster-related
information for the consumption of public-sector departments and organizations,
print and electronic media, students, development professionals, and
academicians. Apart from books, research papers, training material, and
documentaries, the DIRC will also provide on-line information on disaster
statistics, news, briefs and soft copies of important or requested materials.
Besides DIRC will start publishing a quarterly bilingual magazine on Disaster
Risk Management, which will disseminate national disaster updates.
Although, the NIDM
was formally inaugurated on 15th Feb. 2010, it had started
functioning in 2009. So far courses have been run on various aspects of
disaster management for the government officials, private sector, media, NGOs
and community organizations. During 2009, following activities were carried
out:

Disaster Preparedness and Relief
2.
Review of disaster-related laws and removal of
anomalies
3.
6-day training course on DRM for 14 districts of
Punjab (21 district officers & 9 NGOs trained)
4.
6-day training course on DRM for 14 districts of
Sindh 26 district officers & 7 NGOs trained)
5.
6-day training course on DRM for 13 districts of
Balochistan (30 district officers & 4 NGOs trained)
6.
6-day training course on DRM for 10 districts of
NWFP & 3 Agencies of FATA (25 district officers & 6 NGOs trained)
7.
2-day emergency response management orientation
and simulation organized at the Civil Services Academy, Lahore. Some 50
trainees of the District Management Group participated
8.
6-day training course on Flood Mitigation for 26
district officers of flood-prone districts of Pakistan
9.
3-day training course on Disaster Reporting for
30 journalists of 30 districts
10. 3-day training course on DRM for Women organized with 35 women of
federal and provincial departments, national NGOs
11. Flood Mitigation Manual in Urdu language developed
12. Earthquake Emergency Response Simulation for DDMAs developed.
(Through these training courses, the
NIDM trained more than 250 government officials, private sector, media, NGOs
and community organizations)

Earthquake Mitigation Course at NIDM for the District Officials and NGOs.
Islamabad:
To adopt a proactive approach in earthquake disaster preparedness, response and mitigation, the National Disaster Management Authority (NDMA) arranged a five days’ training course at the National Institute of Disaster Management, Islamabad from 8-12 March 2010.
A total of 19 government district officers from all earthquake prone provinces including Gilgit-Baltistan, and civil society representatives participated in the training course. The district officers were representing Revenue, Tehsil Municipal Committees, Planning and Development and Community
Development.
The objective of the course was to build the capacity of the officials of the District Government officers and civil society organizations so that they may effectively integrate earthquake disaster risk management into their development programs and policies. The resource persons of the training were chosen from the academia, the UN, the government sector organizations and INGOs, having sound academic background, as well as, practical experience in their field. The course participants were imparted skills on (i) Earthquake Disaster Risk Situation in Pakistan, (ii) Earthquake Risk Assessment and (iii) Earthquake Mitigation Measures through group exercises, interactive discussions, reading and video clips. A full day field trip to Muzaffarabad was also organized where participants were exposed to structural intervention in different projects running under the Earthquake Vulnerability Risk Reduction Project of NDMA.
At the end of the training, the course completion certificates were distributed on the hands of Mr. Tariq Rafique, National Project Manager at UNDP. While awarding certificates to the participants, he said that the Earthquake Mitigation course will promote the sharing of information on preparedness and mitigation measures adopted at the local level in Pakistan. He hoped that the techniques learned in the five days of training would help build their capacities in replicating these models into their development programs, as well as coping with the future potential earthquake disasters in an effective way.

National Institute Of Disaster Management (NIDM) established – A Step towards Making Pakistan Disaster resilient.

The National Disaster Management Authority through the technical support of United Nations Development Programme has launched the National Institute of Disaster Management (NIDM) in Islamabad. The NIDM has been established to build capacities to respond and prepare for disasters across the country.
The National Disaster Management Authority (NDMA) was established in 2007 with an aim to be at the forefront of disaster management in the country. It has been mandated to focus on putting in place systems which reduce the potential devastation from a disaster and ensures that if they do occur there are mechanisms to respond to it effectively. For this purpose, national and provincial fora have been strengthened in disaster risk management. It is to mention here that the section -26 (sub-section -1) of the National Disaster Management Ordinance (NDMO) also envisages establishment of the National Institute of Disaster Management (NIDM) to be responsible body for planning and promoting training and research; and developing core competencies in the area of disaster management, documentation and development of national level information base relating to disaster management policies, prevention mechanism and mitigation measures. This Management Institute will further strengthen the efforts of the Government to promote Disaster Risk Management (DRM) as a priority as disasters are one of the major stumbling blocks in attaining development goals and very often reverse the gains from development.
The Institute will respond to the need of creating a full fledged academic institute for providing research and training services for disaster risk managers in the country. NIDM will function as a premier centre of excellence for providing training and research services on DRM to the public and private sector individuals. The UN System in Pakistan also plays a pivotal role to further strengthen the national Disaster Risk Management System. A One-UN Joint DRM Programme was launched in early 2009 for an initial time-frame of two years. UNDP Pakistan, as part of the ongoing One UN DRM Programme, has adopted a comprehensive approach towards disaster risk reduction encompassing mitigation, preparedness and advocacy in every initiative it supports with communities and government institutions. Working with NDMA, the national institution responsible for disaster preparedness in Pakistan, UNDP ensures that disaster risk reduction is included in the planning of relevant line ministries, and that communities are better prepared when natural hazards strike. NIDM will develop curriculum on various facets of disaster management; offer short courses on DRM, conduct studies on disaster-related areas to assist legislators and policy makers for informed planning and decision making undertake study, research, develop linkages and build partnerships with national and international academic institutions. It will develop a network of disaster management professionals working in various disciplines inland and abroad; undertake mass awareness to raise disaster risk awareness among the general public. It will also build a database about disasters in the country and give regular updates through its website which will work as a hub of information for the consumption of public sector departments and media organizations.
In his address as Chief Guest on the launching of the NIDM, Chairman, National Disaster Management Authority, Lt. Gen. (R) Farooq Ahmad Khan said that he is immensely pleased to witness the launching of a much needed set-up like the National Institute of Disaster Management in Pakistan. He further added that the NIDM has a huge responsibility of instilling DRM ideas in the minds of our youth, government officers and civil society organizations. “I am determined to make the NIDM a hub of knowledge and information on Disaster Risk Management“, said the Chairman. He was optimistic that establishment of the NIDM would develop a culture of DRM which would lead Pakistan towards sustainable development and a risk free country. Speaking on the occasion, the UNDP deputy Country Director, Ms. Mikiko Tanaka said, “When disasters strike, the impact of our work – so often measured in gradual increments over time – is by necessity instant and pivotal. At moments like this, we are reminded again of the imperative to work on disaster risk reduction and response in times of both stability and turmoil. I am confident that the NIDM under NDMA leadership will play a crucial role for imparting appropriate training to disaster managers at various levels to ensure coordinated and quick response during emergencies.”

Institute of disaster management opens
ISLAMABAD, Feb 15: The National Institute of Disaster Management (NIDM) was formally launched in the capital city on Monday to serve as a centre of excellence for training and research.
The institute has been established by the National Disaster Management Authority (NDMA) with technical support from the United Nations Development Programme (UNDP) to build the capacity to respond and prepare for disasters across the country. Speaking on the occasion, NDMA Chairman Lt-Gen (retired) Farooq Ahmad Khan said the institute had the huge responsibility of instilling disaster risk management ideas in the minds of the youth, government officers and civil society organisations. He expressed the determination to make the NIDM a hub of knowledge and information on disaster risk management.
UNDP Deputy Country Director Mikiko Tanaka said: "When disasters strike, the impact of our work, so often measured in gradual increments over time, is by necessity, instant and pivotal. At moments like this, we are reminded again of the imperative to work on disaster risk reduction and response in times of both stability and turmoil. "I am confident that the NIDM under NDMA leadership will play a crucial role for imparting appropriate training to disaster managers at various levels to ensure coordinated and quick response during emergencies."
