COMMUNITY ENGAGEMENT GUIDELINES FOR HUMANITARIAN ACTION - NDMA(UNICEF)
Pakistan faces severe disaster risks worsened by climate change and social vulnerabilities, requiring inclusive community engagement for effective disaster management. NDMA’s Community Engagement Guidelines offer a standardized, participatory framework that emphasizes marginalized group inclusion, two-way communication, and collaboration with local institutions. Despite progress, challenges like exclusion, poor coordination, and limited awareness hinder impact, prompting calls for gender-responsive planning and integrated communication strategies.
