This report presents a comprehensive overview of the winter season in Pakistan from 1 December 2024 to 31 March 2025, with a focus on the key climatic patterns, emerging hazards, and the preparedness and response actions led by the National Disaster Management Authority (NDMA) in coordination with provincial and district-level institutions. It outlines the seasonal weather trends, including below-average precipitation and above-normal temperatures, and assesses their implications for droughts, Glacial Lake Outburst Floods(GLOFs), and other climate-induced disasters.

Pakistan’s disaster management framework follows a structured annual calendar to enhance preparedness, response, and mitigation efforts. In 2024, significant emphasis was placed on integrating modern technology for real-time monitoring, forecast-based early warnings, and data-driven decision-making. Capacity building remains a priority, with specialized training programs such as Electronic Multi-Hazard Vulnerability & Risk Assessment (e-MHVRA) for multi-hazard vulnerability & risk assessment and for Integrated Search & Rescue (INSaR) Operations.
