Chairman National Disaster Management Authority (NDMA), Lt Gen Inam Haider Malik, participated in thought-provoking panel discussions on climate change, humanitarian crises and Disaster Risk Reduction (DRR), during his visit to Bangkok on official duty. Panel discussions were held during Regional Humanitarian Partnership Week (RHPW) 2022, in Bangkok. The discussions were divided into two sessions; first session was collectively organized by International Council of Voluntary Agencies (ICVA), Asian Disaster Risk Reduction Network (ADRRN), Community World Service Asia (CWSA), and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA). It discussed data challenges at the nexus of DRR, humanitarian crises and climate change adaptation. Besides Chairman NDMA Pakistan, participants from Global Data Laboratory, Asian Disaster Preparedness Centre (ADPC), ADRRN, Green Climate Fund and University of Delaware CERD took part in discussion.

 Chairman NDMA explained value of archived, upgraded and studied databases that can help enable tangible outcomes of any action plan in the field of DRR. He reiterated importance of variable and intangible components of data that impact quality of responses and add further value. He stated the importance of data usage and actionable intelligence’s availability to forewarn communities before a disaster strikes and expand scope of national alerts to target audience in affected zones. 

Second session of the discussions was specifically about Impact of climate change on Pakistan. Organized and hosted by Pakistan Humanitarian Forum (PHF) and National Humanitarian Network (NHN), including representatives from key donor agencies.

Chairman NDMA apprised the house about devastating floods experienced by Pakistan this year and the resilience driven national response. Further deliberated upon the need to upgrade disaster management system and requirement to invest efforts for national preparedness to deal with climate change. He shed light on NDMA’s vision to be futuristic, technology enabled entity and globally engaged organization committed for ‘Climate Millennium Goals’ and leading for ‘Climate Reversal Initiatives’. All participants appreciated the vision and innovative recommendations by Chairman NDMA.

چیئرمین این ڈی ایم اے کی تھائی لینڈ میں منعقدہ موسمیاتی تبدیلی کے مباحثے میں پاکستان کی نمائندگی

چیئرمین نیشنل ڈیزاسٹر مینجمنٹ اتھارٹی (این ڈی ایم اے) لیفٹیننٹ جنرل انعام حیدر ملک نے سرکاری دورہ بنکاک کے دوران موسمیاتی تبدیلی،فلاحی مسائل اور آفات کے خطرے میں کمی (DRR) کے حوالے سے منعقدہ مباحثے میں شرکت کی۔ بنکاک میں ریجنل ہیومینٹیرین پارٹنرشپ ویک (RHPW) 2022 کے دوران پینل ڈسکشن کا انعقاد کیا گیا۔  دو سیشنز پر محیط مباحثے کا پہلا سیشن رضاکار ایجنسیوں کی بین الاقوامی کونسل(ICVA)، ایشین ڈیزاسٹر رسک ریڈکشن نیٹ ورک (ADRRN)، کمیونٹی ورلڈ سروس ایشیا (CWSA)، اور اقوام متحدہ کے رابطہ دفتر برائے فلاحی امور (UNOCHA) کی مشترکہ کاوشوں کے تحت منعقد کیا گیا۔چیئرمین این ڈی ایم اے پاکستان کے علاوہ گلوبل ڈیٹا لیبارٹری، ایشین ڈیزاسٹر پریپرڈنس سینٹر (ADPC)، ADRRN، گرین کلائمیٹ فنڈ اور یونیورسٹی آف ڈیلاویئر CERD کے شرکاء نے مباحثے میں حصہ لیا۔

 چیئرمین این ڈی ایم اے نے آفات کے خطرات کے تدارک (ڈی آر آر) کے شعبہ کے حوالے سے علمی اور تحقیقی ڈیٹا بیس کی اہمیت پر زور دیتے ہوئے بتایا کہ کسی بھی ایکشن پلان کے ٹھوس نتائج کو فعال کرنے میں پہلے سے موجود ڈیٹا بہت حد تک مددگار ثابت ہو سکتا ہے۔ انہوں نے کسی بھی آفت کے حوالے سے خطرے سے دوچار کمیونٹیز کو پیشگی آگاہ کرنے اور اس حوالے سے دائرہ کار کو مزید وسیع کرنے کے لیے ڈیٹا کے استعمال اور قابل عمل انٹیلی جنس کی دستیابی کی اہمیت کے حوالے سے بھی بات چیت کی۔

مباحثے کا دوسراحصہ بلخصوص پاکستان پر موسمیاتی تبدیلی کے اثرات کے حوالے سے تھا۔ پاکستان ہیومینٹیرین فورم (PHF) اور نیشنل ہیومینٹیرین نیٹ ورک (NHN) کے زیر اہتمام منعقد ہونے والے سیشن میں اہم ڈونر ایجنسیوں کے نمائندوں نے بھی شرکت کی۔

 چیئرمین این ڈی ایم اے نے ایوان کو اس سال پاکستان میں آنے والے تباہ کن سیلاب اور اس کے نتیجے میں ہونے نقصانات اور بحالی کے اقدامات کے بارے میں آگاہ کیا۔  انہوں نے ڈیزاسٹر مینجمنٹ سسٹم کو اپ گریڈ کرنے اور موسمیاتی تبدیلی سے نمٹنے کے لیے جدید خطوط پر مشتمل قومی سطح پر تیاری کو ضروری قرار دیا۔چئیرمین  نے این ڈی ایم اے کے مستقبل کے وژن پر روشنی ڈالتے ہوئے بتایاکہ ہم ایک ایسے ادارے کی تشکیل چاہتے ہیں جو ٹیکنالوجی کے موئثر استعمال کرتے ہوئے عالمی سطح پر ’کلائمیٹ ملینیم گولز‘کے مطابق اقدامات کرنے کے لیے پرعزم ہو اور ’کلائمیٹ ریورسل انیشیٹوز‘ کی قیادت کرسکے۔ تمام شرکاء کی جانب سے چیئرمین این ڈی ایم اے کے وژن اورسفارشات کو سراہا۔
