The Infrastructure Advisory and Project Development Wing of the National Disaster Management Authority (NDMA) has prepared this Concept Note. It outlines a standardized digital framework for reporting, verifying, and consolidating infrastructure damage data during monsoon and flash floods 2026. The framework addresses the limitations of the previous manual and fragmented reporting system, as highlighted by the Monsoon 2025 experience, by introducing a centralized Infrastructure Damages Verification Portal.

The advisory highlights that rising temperatures during this period significantly destabilize snowpacks, increasing the likelihood of avalanches and posing serious risks to communities, infrastructure, and travelers.
